Abstract
"Good" standards do not occur by happenstance, but are developed by consortia which are structured in such a way as to attract a broad participation of industry players, which create specifications through a process which is structurally open, and which are governed in such a way as to avoid any appearance of undue influence from any constituency. When such participation is attracted and a reputation of openness is earned, the specifications created are likely to be both robust and trusted - and hence widely adopted.
