Abstract
The Initiative for Software Choice (ISC), in collaboration with Nathan Associates Inc., an international economic consulting firm, have provided a set of principles or protocols for systematic and rational software asset investment decisions by government entities. They incorporate the importance of transparency, as well as conformity with international trade norms that address government procurement and intellectual property rights.
