Unpacking 3GPP standards

The purpose of this paper is to provide an institutional background and an overview of a comprehensive data-set on the standard setting process for widely adopted and successful 3G and 4G wireless cellular standards defined by the third generation partnership project (3GPP), a consortia of seven SSOs. We selected 3GPP for our study, because several of the issues being raised with respect to standards have been related to the wireless communications standards developed at this organization.
